Born in 1961 in Tokushima Prefecture, Kenji Sato graduated from the Faculty of Foreign Languages at Jochi University in 1985 and joined the Tokushima Prefectural Government, where he was in charge of cultural administration for many years.

After retiring early in 2014, he has been working on the promotion of culture and tourism in Tokushima while managing the Tokushima Prefectural Awa Jurobe Yashiki, a center for Awa Ningyo Joruri.
